Additional Notes: Small black dog loose around the Portland Estates Intersection ~ Looks like a wiener dog but not 100%. He was wondering down towards Portland St. Superstore when first spotted. When I turned around he made his way across the street (phew!) and was on the hill leading to Spring Ave. When I stopped to try and get him, he ran away. He does have a collar and tags ~ just couldn’t get close enough to read them or catch him. Please keep your eyes open.
